Davao city: The Department of Social Welfare and Development-Davao Region (DSWD-11) reiterated its directive from the Central Office that the Assistance to Individuals in Crisis Situation (AICS) and Ayuda para sa Kapos ang Kita Program (AKAP) remain open to all qualified service providers under an 'open market policy.'
According to Philippines News Agency, the policy encourages the participation of all eligible service providers who accept guarantee letters (GLs), without granting exclusivity to any single provider. DSWD-11 Regional Director Rhuelo Aradanas emphasized in a Facebook post that no special preference will be given to any service provider. Any provider who meets the requirements and accepts guarantee letters can join.
Aradanas stated that DSWD-11 is committed to an open market approach, which allows all qualified providers to participate in delivering aid to those in need. He highlighted that this ensures assistance under AICS and AKAP reaches more families quickly and fairly, with no favoritism or exclusive control.
He further explained that both programs are designed to support individuals in crisis and low-income families, which is why the agency welcomes all qualified providers to help deliver services.
