Manila: The Department of Social Welfare and Development (DSWD) has released PHP5.4 million in livelihood grants to 620 beneficiaries from 18 associations in conflict-affected and vulnerable communities in Mindanao, in collaboration with the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU).
According to Philippines News Agency, the grants were dispersed under the DSWD's Peace and Development Buong Bansa Mapayapa (PDBBM) Program through the Payapa at Masaganang Pamayanan (PAMANA) Livelihood Program. In Sultan Kudarat, six associations within the PAMANA Livelihood Program in Lebak and Kalamansig received a total of PHP1.8 million in seed capital funds, equating to PHP300,000 per association. These associations consist of 126 members, including former members of non-state armed groups, Indigenous Peoples, and individuals from communities linked to the Moro National Liberation Front.
DSWD spokesperson Assistant Secretary Irene Dumlao emphasized the importance of providing livelihood opportunities to sustain peace in these regions. She noted that alongside peace, it is crucial for residents in conflict-affected areas to have opportunities for decent livelihoods to improve their quality of life.
In Misamis Oriental, the DSWD Field Office 10 distributed PHP3.6 million in seed capital funds to 12 associations in Jasaan and Gingoog City, with each receiving PHP300,000. These grants benefit 494 members, primarily women and farmers, who will engage in various income-generating activities such as fishpond-based tilapia production, cattle and goat raising, and rice retailing.
Dumlao highlighted that the grants aim to provide not only capital but also to enhance community organizations. She stressed the importance of the grants as a means to start, recover, and continue economic activities, thereby empowering beneficiaries and strengthening community collaboration.
Additionally, Dumlao praised the partnership between DSWD and OPAPRU for ensuring that peace and development interventions reach the communities, aligning with the directives of President Ferdinand Marcos Jr. She acknowledged the collaboration with local government units, the Armed Forces of the Philippines, and other stakeholders in promoting peace and development through a whole-of-government approach.
The PAMANA Program is integral to DSWD's mission to offer livelihood opportunities and support inclusive peace and development in communities affected by conflict.
