Manila: To enhance the protection of women and children, the Department of Social Welfare and Development (DSWD), through its lead disaster response arm, the Disaster Response Management Bureau (DRMB), has launched a campaign to end Violence Against Women and Children (VAWC) in all evacuation centers nationwide.

According to Philippines News Agency, Assistant Secretary Irene Dumlao of the DSWD's Disaster Response Management Group (DRMG) stated that the initiative aligns with the 18-day campaign to end VAW, observed annually from Nov. 25 to Dec. 12. This year's theme, "Sa EC, Walang VAWC" (In Evacuation Centers, There is No VAWC), emphasizes the DSWD's commitment to creating violence-free spaces in evacuation centers.

Dumlao explained that the DRMB ensures evacuation centers provide not only refuge from physical hazards during emergencies like typhoons and earthquakes but also serve as safe, dignified spaces for all evacuees. The initiative highlights the DSWD's philosophy that disaster response includes safeguarding vulnerable populations.

To support the no VAWC initiative, the DRMB strengthens protection mechanisms through integrated initiatives, including gender-responsive camp management. This involves embedding VAWC prevention protocols in operations, such as providing separate sanitation facilities, adequate lighting, and designated safe spaces for women and children.

The DSWD also activates protection desks staffed by trained DRMB and partner agency personnel to offer immediate assistance, psychosocial support, and legal referrals. Dumlao noted that the Quick Response Teams (QRTs) and camp management capabilities are enhanced through regular training on key legislation, such as the Anti-Violence Against Women and Their Children Act of 2004 and the Safe Spaces Act.

The department prioritizes disseminating information materials in evacuation centers to ensure evacuees have access to anti-VAWC materials, hotlines, and reporting mechanisms. Dumlao emphasized that the 18-day campaign is a crucial reminder of the agency's commitment to prioritizing the safety and protection of women and children in disaster response initiatives.

In support of the campaign, DSWD personnel adorned their workstations with orange ribbons, symbolizing the global effort to eliminate violence against women and girls.
