ERC Considers Early Implementation of Meralco’s Power Rate Adjustments

Manila: The Energy Regulatory Commission (ERC) on Monday expressed its support for Manila Electric Company's (Meralco) proposal for earlier implementation of ERC-approved adjustments on its power supply agreements to help ease the rising electricity rate.

According to Philippines News Agency, the distribution company has submitted a proposal to increase generation charges to around PHP1.0277 per kilowatt-hour (kWh) for the May 2026 billing period due to higher electricity supply costs, rising oil prices, and weakening of the local currency, all traced to the developments in the Middle East. It was noted that Meralco proposed the earlier implementation of adjustments under its ERC-approved Power Supply Agreements (PSAs) to help ease the impact on consumers.

This proposal would allow certain cost adjustments from power suppliers to be reflected immediately, thereby reducing the amount charged to consumers for May 2026. If approved, it will limit the proposed increase in generation charges from PHP1.0277/kWh to just about PHP 0.4350/kWh.

The regulator emphasized that the proposal is still subject to verification, review, and submission of complete supporting documents and reportorial requirements. ERC Chairperson and Chief Executive Officer Francis Saturnino Juan stated that the ERC understands the burden that rising electricity prices bring to Filipino households, especially during periods of global uncertainty and increasing fuel costs. The commission is working closely with distribution utilities and other industry stakeholders to identify measures that can help reduce the impact on consumers.

Juan further explained that while some costs are driven by international fuel prices and market conditions beyond domestic control, the ERC remains committed to ensuring that all charges passed on to consumers are properly reviewed, transparent, and reasonable. The commission will continue to pursue timely interventions that balance consumer protection, reliable electricity service, and energy security.
