Escudero Pushes for Ban on Gambling Promotions in Public Media

Manila: Gambling advertisements, celebrity endorsements, and sponsorships would be driven out of mainstream and digital media under a bill filed by Sen. Francis 'Chiz' Escudero to curb compulsive betting and shield minors from aggressive promotions.

According to Philippines News Agency, Escudero announced that Senate Bill No. 2347 would impose nationwide restrictions on gambling-related consumer communications, including those broadcasted on television and radio or disseminated through print, websites, mobile applications, and social media. "It's about time that we regulate the gambling industry the same way we regulated tobacco two decades ago," Escudero stated, referencing the advertising restrictions imposed under the Tobacco Regulation Act of 2003.

The proposed Gambling Advertising Prohibition Act aims to eliminate celebrity and influencer campaigns, gambling sponsorships in sports, concerts, and cultural events, as well as product placements, promotional giveaways, and branded merchandise that may attract individuals below 21 years old. Advertisements would be permitted only within gambling establishments and on operators' official websites or mobile applications, with age-verification measures to ensure access is restricted to persons aged 21 and above.

Escudero noted that the measure seeks to transform the Ad Standards Council's voluntary restrictions into a cohesive national policy, addressing regulatory gaps as gambling promotions become increasingly widespread and advanced. He highlighted the industry's projected PHP396.13 billion gross gaming revenues in 2025, emphasizing the need to balance its economic contribution with protections against excessive and irresponsible gambling.

The bill mandates that operators, advertisers, broadcasters, and online platforms have one year to phase out prohibited materials. Non-compliance could result in fines of up to PHP500,000, imprisonment for up to three years, and revocation of business permits or licenses.

Additionally, the measure requires responsible gambling warnings and continuous government campaigns on addiction risks, counseling, treatment, and other support services.
