Marikina: Former Marikina Representative (2nd District) Stella Quimbo has petitioned the Commission on Elections (Comelec) for a recount of votes in the May 12, 2025 polls in Marikina, alleging irregularities, anomalies, and fraud during the voting process. In her 56-page memorandum, Quimbo requested the commission's Second Division to initiate a recount and retrieval of all ballot boxes from the 363 clustered precincts.
According to Philippines News Agency, Quimbo called for a resolution following a recount of ballots, comprehensive examination of election documents, and thorough evaluation of evidence, asserting that she secured the highest number of votes for the mayoral position in Marikina and should be declared the duly elected local chief executive. Quimbo further argued that the declaration of protestee Marjorie Ann Teodoro should be annulled.
The election protest arose from alleged irregularities, including malfunctioning and misreading of automated counting machines (ACMs), vote buying, and uncounted ballots from priority polling precincts. Quimbo claimed that due to these technical issues, at least 1,672 votes for mayor were not read and counted by the ACMs. She also reported instances where valid ballots in her favor were rejected and not counted, raising doubts about the integrity of the mayoral election results.
Quimbo highlighted that the Electoral Board neglected to feed 56 ballots from the Priority Polling Precinct into the ACM, undermining the electoral process's credibility. She argued that the outcome of the mayoral election would have differed had these ballots been properly counted. Additionally, Quimbo accused Department of Education personnel of suspicious conduct, citing an incident where one school requested a meeting during the voting preliminaries and before precincts opened for early voting.
Teodoro emerged victorious in the 2025 mayoral race with a 31,394-vote lead, securing 142,814 votes against Quimbo's 111,420 votes.
