Surigao del sur: The Army's 4th Infantry Division announced the surrender of Elena Estaniel Rambuyon, a former secretary of the dismantled North Eastern Mindanao Regional Committee (NEMRC) of the New People's Army (NPA). Rambuyon, also known as Sandara, surrendered to the troops of the 3rd Special Forces Battalion under the 401st Infantry Brigade on July 24 in Purok 3, Barangay Saint Christine, Lianga, Surigao del Sur.
According to Philippines News Agency, Brig. Gen. Benjamin Leander, commander of the 401st Infantry Brigade, stated that Rambuyon had been on a lie-low status since November 2025. Her decision to surrender was influenced by concerns for her safety and the persistent military operations conducted by government forces, which have limited the movements and capabilities of the remaining NPA guerrillas in the province.
Brig. Gen. Leander expressed that the surrender of the former NEMRC secretary signifies the decreasing influence of the group in Surigao del Sur and the broader Caraga Region. In the same statement, 4ID commander Maj. Gen. Marion Angcao remarked that Rambuyon's surrender is evidence of the effectiveness of the government's peace and security measures, leading to the declaration of Stable Internal Peace and Security throughout the Caraga Region.
