Gatchalian Sees Budget Discipline Under New DBM Chief

Manila: Sen. Sherwin Gatchalian on Wednesday welcomed the appointment of Kim Robert De Leon as secretary of the Department of Budget and Management (DBM), citing his grasp of public finance and experience in handling complex agency budgets.

According to Philippines News Agency, Gatchalian said De Leon's previous work at the Department of Transportation gave him direct knowledge of the new budget chief's competence and management style. Gatchalian expressed confidence in De Leon's abilities, stating, 'I welcome the appointment of Kim Robert De Leon as the new Secretary of the Department of Budget and Management. Having worked closely with him during his tenure at the Department of Transportation, I can attest to his sharp intellect and absolute mastery of the numbers.'

Gatchalian, who chaired the Senate Committee on Finance, emphasized De Leon's 'solid track record in managing intricate agency budgets' as a key factor that makes him 'exceptionally well-equipped' to lead the DBM in steering the country's fiscal priorities. The senator highlighted the crucial role of the DBM in ensuring that public funds are aligned with programs that address the country's most pressing needs, including infrastructure, social services, and fiscal stability.

In addition to welcoming De Leon, Gatchalian also thanked outgoing DBM Acting Secretary Rolando Toledo for his service and expressed confidence in his next assignment at the Government Service Insurance System (GSIS). 'I am confident that he will bring the same level of dedication and excellence to his new assignment at the Government Service Insurance System,' Gatchalian said.

Gatchalian underscored the importance of continuity, technical competence, and discipline in budget management as the government implements its priority programs under the national spending plan.
