Gov’t Finalizes Strategy to Combat Cyber and Cognitive Threats

Manila:The National Cybersecurity Inter-Agency Committee (NCIAC) has completed a resolution to authorize the ongoing implementation of a disruption playbook designed to counteract cyber and cognitive threats targeting government institutions.

According to Philippines News Agency, Department of Information and Communications Technology (DICT) Secretary Robert Joseph de Claro stated that safeguarding the nation's digital environment necessitates the commitment of every sector. De Claro emphasized the shared responsibility of cybersecurity, calling for collaboration among government agencies, the private sector, and the public to ensure the protection of systems, information, and citizens online.

The playbook, developed by the National Computer Emergency Response Team (NCERT), outlines various measures to detect, contain, and disrupt cyber threats. Key actions include enhancing government Domain Name System (DNS) security, validating potential system breaches, dismantling fraudulent websites mimicking government platforms, and bolstering protection for exposed government websites and digital infrastructure.

The resolution also emphasizes the importance of timely incident reporting, appointing breach-notification officers in government agencies, and coordinating efforts to combat misleading information and information operations. Compliance checks will ensure that necessary security measures are effectively implemented.

During a recent meeting, the NCIAC reviewed a DICT-NCERT briefing on the converging cyber and cognitive threats facing government institutions, identifying vulnerabilities within government digital infrastructure and suggesting protective strategies. The DICT further encourages the public to remain vigilant by avoiding suspicious links and messages, verifying websites before sharing personal information, and reporting suspected cyber incidents through appropriate channels.

The DICT, through the NCIAC, will persist in collaborating with government agencies and relevant stakeholders to fortify national cyber defenses, aiming to create a safer, more secure, and resilient digital Philippines.
