Manila: The southwest monsoon (habagat) is set to bring rains over Luzon on Tuesday, as announced by the state weather bureau. According to Philippines News Agency, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has forecasted that areas including Metro Manila, the Ilocos Region, Cordillera Administrative Region, Cagayan Valley, Central Luzon, Cavite, Batangas, and Rizal will experience scattered rains and thunderstorms. These weather conditions are expected to result in moderate to heavy rains, potentially triggering flash floods and landslides in the affected regions. PAGASA has also predicted heavy rainfall in Benguet, La Union, and Pangasinan. The rest of Luzon is expected to encounter isolated rain showers or thunderstorms, while similar weather patterns due to localized thunderstorms are anticipated across the Visayas and Mindanao. Meanwhile, Typhoon Saudel (formerly Obet) was reported to be outside the Philippine Area of Responsibility (PAR) as per PAGASA's 4 a.m. weather bulletin. The typhoon was located approximately 1,180 kilometers east-northeast of Extreme Northern Luzon and was packing maximum sustained winds of 150 kph near the center with gustiness of up to 185 kph. PAGASA indicated that Saudel was moving westward at 20 kph and, despite being outside PAR, could still intensify the southwest monsoon, contributing to the rainfall over the country. The weather bureau has also advised of moderate to strong winds and moderate to rough seas prevailing over Luzon, while the rest of the country will experience light to moderate winds and slight to moderate seas.
