Housing Czar Orders Pro-Poor Focus in Expanded 4PH Program

Manila: Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling has directed two key shelter agencies to prioritize housing projects for the poorest Filipinos under the expanded Pambansang Pabahay para sa Pilipino (4PH) Program. Aliling ordered the National Housing Authority (NHA) to revitalize housing initiatives and the Social Housing Finance Corporation (SHFC) to enhance and reimplement its Community Mortgage Program (CMP).

According to Philippines News Agency, Aliling emphasized the importance of prioritizing impoverished Filipinos who lack their own homes. The CMP is a community-based housing finance program designed to assist legally organized low-income associations in acquiring land or housing units through loans from SHFC. Its goals are to provide security of tenure for residents in depressed areas, either onsite or through relocation, and build sustainable and resilient communities in collaboration with local government units and the private sector.

The NHA has been implementing programs for informal settler families, or those living in danger zones or displaced by government infrastructure projects, and those affected by the Supreme Court's mandamus to rehabilitate Manila Bay. Aliling stated that these projects for 'the poorest of the poor' shall be implemented at the earliest possible time.
