Ilocos norte: The Sangguniang Panlalawigan (SP) of Ilocos Norte is actively pursuing the passage of an ordinance designed to protect pedestrians from road hazards. Board Member Saul Paolo Lazo emphasized the need to respect pedestrian lanes and walkways, highlighting the community's tendency to overlook these crucial elements of road safety.

According to Philippines News Agency, Lazo, who chairs the Committee on Laws, Rules, Ethics, and Privileges, led a public hearing on the proposed 'Safe Pedestrian Lanes of Ilocos Norte' ordinance. He emphasized the necessity of implementing measures to safeguard pedestrians, particularly in high-traffic zones, school areas, and commercial districts. The ordinance aims to instill responsible road use and a culture of respect among motorists and pedestrians.

Discussions during the hearing included the installation of closed-circuit television or surveillance cameras by local government units or law enforcement agencies. These measures would help monitor public areas and document ordinance violations. The proposed ordinance lists prohibitions such as obstructing pedestrian lanes, failing to stop for crossing pedestrians, ignoring yield signage, speeding near pedestrian zones, and parking on walkways.

Pedestrians, under the ordinance, would also face restrictions including using mobile or electronic devices while walking, reading while walking, jaywalking, and other disruptive behaviors on walkways. Violating motorists could face fines ranging from PHP1,000 to PHP5,000, while pedestrians could be fined between PHP100 to PHP1,000.
