Manila: Senator Imee Marcos on Thursday said evidence and testimonies gathered in the House of Representatives Quad Committee (Quadcom) hearings regarding the Duterte administration's war on drugs should already be presented in the court for lawmakers to focus on crafting measures to boost existing laws. Marcos made the statement at the Kapihan sa Senado media forum when asked to comment about the proposed Senate investigation on Duterte's drug war. "Kasi ang dapat nating balikan ano talaga ang pakay ng legislative investigation. Dapat in aid of legislation. Eh, hinahanap ko kung ano ang batas na papalitan, babaguhin, dadagdagan para rito (Because we should go back to what really is the purpose of the legislative investigation. It should be in aid of legislation. I'm looking for what law will be replaced, changed, or added for this)," Marcos said. "Ang maganda siguro, palibhasa marami na tayong nasakop na mga katibayan, dalhin na natin sa korte kapag sapat na (Maybe it would be better, since we have alread y collected a lot of evidence, let's bring it to the court if it is sufficient). Let's bring it to court so that hindi masabihan na (it won't be said that) it is partisan or self-serving or otherwise, untruthful," she added. With this, the senator called on the Department of Justice to gather the needed evidences and "file charges as necessary". One of the measures that Marcos is thinking of is revisiting the Philippine National Police (PNP) Modernization Act since there are police officers being accused. "Ang pinakamahalaga siguro diyan ay yung IAS (Internal Affairs Service) kasi matagal nang maraming nagsasabi na yang IAS na yan ay wala namang bisa, pangil, kasi sumasailalim pa din sa chief PNP. Dapat autonomous na yan (Perhaps the most important thing is the IAS because for a long time many have been saying that the IAS is not effective, has no teeth, because it is still under the PNP chief. That should already be autonomous)," she said. Marcos said lawmakers should also look into the limitations, stan dards, and the level of transparency in confidential or intelligence funds of different government agencies, as well as the definition of rewards or incentives under the maintenance and other operating expenses. She admitted to hearing about the proposed Senate investigation into the drug war but expressed fears that it will be labeled as self-serving or may cause another rift with the House of Representatives.
