Indian Government Constructs PHP2.8 Million Livelihood Center in Northern Samar

Bobon: The Indian government has completed the PHP2.8 million Livelihood Training Center in Bobon, Northern Samar, benefiting 6,778 residents of the coastal town. The local government reported on Thursday that the center, formally turned over on Wednesday, will serve as a hub for skills development and livelihood training programs aimed at improving employability and strengthening local economic initiatives.

According to Philippines News Agency, Bobon's local government noted that out of more than 1,000 proposals submitted by local government units nationwide for Indian government grant assistance, Bobon was one of only six recipients nationwide and the sole awardee in Eastern Visayas among 37 regional submissions. This achievement underscores the local government's strong vision for inclusive and sustainable development.

Construction of the center began in August 2025, funded under the Implementation of the Quick Impact Project (I-QIP) of the Indian government. Indian Ambassador to the Philippines Harsh Kumar Jain led the turnover ceremony, emphasizing that the Livelihood Training Center is more than just an infrastructure project.

"This center represents more than just a building. It is an investment in people. It will provide skills training, empower individuals with income-generating opportunities, and open doors, especially for the youth and underserved sectors," Ambassador Jain said.

Mayor Reny Celespara, in his acceptance message, described the facility as a "cradle of opportunity" where potential is transformed into skills, and skills into a brighter future for the people of Bobon.

The I-QIP is a development assistance initiative by the Indian government aimed at helping local governments implement short-gestation, high-impact projects that improve service delivery and advance socio-economic development. In the Philippine context, the program supports local government efforts to promote inclusive growth, disaster resilience, public safety, and livelihood enhancement.
