MANILA: Typhoon Julian has made landfall over Southern Taiwan but still causes scattered rains over parts of Northern Luzon, the weather bureau said Thursday afternoon. Julian was last located 255 km. north-northwest of Itbayat, Batanes, packing maximum sustained winds of 120 kph near the center, and gustiness of up to 200 kph. No more tropical cyclone wind signal was hoisted over any part of the country but the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Julian will still cause scattered rains and thunderstorms over Batanes, the Babuyan Islands, the Ilocos Region, Apayao, Abra, Kalinga, and mainland Cagayan. Moderate to heavy rains in those areas could result in flash floods or landslides. The rest of the country will experience isolated rain showers due to localized thunderstorms and the easterlies. Meanwhile, PAGASA said rough to very rough seas are forecast over the northern seaboard of Northern Luzon (Batanes). Sea travel is risky for small sea craft, including all motorbancas of any type or tonnage. PAGASA advised mariners of these vessels to remain in port or seek safe harbor.
