Manila: The statement of Human Rights Commissioner Faydah Dumarpa that they are awaiting the enactment of House Bill (HB) 8987, or 'An Act Punishing the Willful Failure to Pay Paternal Child Support,' sounded a strong signal for the approval of the measure, House Deputy Majority Leader and ACT-CIS Rep. Erwin Tulfo said on Thursday.
According to Philippines News Agency, Dumarpa, in a recent interview, stated that the enactment of the measure will assist numerous single mothers who struggle to obtain child support from their former husbands or partners. She mentioned that many single mothers approach them for help in securing financial support from their ex-husbands or partners.
Dumarpa explained that neglecting to provide support to a child constitutes a violation of the child's rights and falls under 'Violence Against Women and Children' (VAWC) due to it being considered economic deprivation.
Tulfo expressed gratitude to the Commission on Human Rights (CHR) for supporting the passage of HB 8987. He acknowledged that the backing of CHR is crucial, as it aligns with the interests of single mothers and the agency itself.
The proposed legislation mandates that paternal child support should be at least 10 percent of the father's salary per child. Fathers who refuse or are unable to provide support despite having the financial capability may face imprisonment of up to six years and a fine of up to PHP300,000.
The measure has already passed the House Committee on Child Welfare and is currently with the Appropriations Committee to determine the necessary funds for its implementation. An office is to be established at the Department of Social Welfare and Development to lead the judicial or administrative processes related to child support obligations.
