Manila: Lawmakers from the Solid North Party-list and Abra Lone District are advocating for a legislative measure that mandates an automatic sunset review of various laws, government programs, and agencies. This initiative, spearheaded by Rep. Ching Bernos and Rep. JB Bernos, aims to ensure that governmental entities and programs continue to justify their existence, effectiveness, and cost.
According to Philippines News Agency, House Bill No. 7467, known as the Sunset Review bill, proposes that all regulatory regimes and government programs-especially those funded through the General Appropriations Act-and agencies created by statute be subject to periodic congressional reviews. The bill stipulates that laws and programs be reviewed five years after their commencement, while agencies should be reviewed ten years post-creation.
The continuation of any law, program, or agency covered by this bill would require affirmative renewal, amendment, or reauthorization by Congress following its review period. To facilitate these reviews, the bill proposes the formation of a Joint Congressional Sunset Review Committee comprising equal numbers of senators and representatives.
The criteria for these reviews include evaluating the achievement of objectives, cost-effectiveness, fiscal impact, necessity, overlap with existing laws or agencies, and public impact. Notably, constitutional bodies, the Judiciary, and laws implementing constitutional rights would be exempt from these reviews.
Rep. Ching Bernos emphasized the importance of this measure in a news release, highlighting the need for continuous assessment of governmental spending. She expressed concern over wasted funds due to outdated laws or non-performing agencies, advocating for HB 7467 as a means to promote accountability, fiscal responsibility, and evidence-based governance.
Rep. JB Bernos echoed these sentiments, stating that institutionalizing a mandatory sunset review would prevent the government from becoming reactionary. He highlighted that such a review process would enhance transparency, discipline, and evidence-based policymaking, ensuring that government entities remain effective and relevant.
