Manila: The Land Transportation Office (LTO) on Monday announced that the Land Transportation Management System (LTMS) is temporarily unavailable due to a technical issue, marking the second outage in less than a week.
According to Philippines News Agency, the LTO is taking the necessary steps to restore normal system operations as soon as possible. The agency is also exploring possible solutions and implementing system enhancements to minimize service delays and prevent similar outages in the future. An advisory from the LTO has informed all offices and concerned parties to postpone LTMS-related transactions until further notice.
The agency has assured the public that restoring normal system operations is a priority and will issue a separate notice once service has been fully restored. This latest outage follows an advisory issued by the LTO on July 16, which urged clients to refrain from using the LTMS due to maintenance activity. At that time, the LTMS required additional troubleshooting to ensure its functionality.
The recurring outages occur after the expiration of the LTO's maintenance contract with German firm Dermalog Identification Systems GmbH. As of May 30, 2026, the system has lacked patches, monitoring, or incident response coverage. The LTMS serves as the LTO's customer-facing platform, centralizing all digital services, including the renewal of driver's licenses and vehicle registrations, as well as access to the electronic driver's license.
