Quezon City: The Land Transportation Office (LTO) has summoned the owner and driver of a dump truck that rammed at least 16 concrete barriers on the EDSA Busway in Quezon City. The truck was reportedly en route to Taguig to deliver sand from Porac, Pampanga when the incident occurred. The driver admitted to falling asleep while driving.
According to Philippines News Agency, LTO Chief, Assistant Secretary Vigor Mendoza II, stated that an investigation into the circumstances of the accident near EDSA-Santolan is ongoing. Mendoza expressed the need to understand why such an accident occurred, emphasizing that it is unusual for multiple concrete barriers to be hit in this manner.
A show cause order (SCO) was issued by the LTO-Intelligence and Investigation Division to the registered owner of the dump truck. Both the owner and the driver have been ordered to appear before the LTO Central Office in Quezon City on March 31. The registered owner has been asked to justify why she should not face penalties for employing a reckless driver.
Additionally, the driver has been required to explain why he should not be penalized for reckless driving and deemed unfit to operate a motor vehicle. The SCO specifies that failure to appear and provide a written explanation will be considered a waiver of the right to be heard, leading to a decision based on the available evidence.
The driver's license has been immediately preventively suspended for 90 days.
