LTO Summons Motorcycle Owner for Obscuring License Plate

Manila: The Land Transportation Office (LTO) has summoned the owner of a Honda Click motorcycle that gained attention online for having an obscured license plate.

According to Philippines News Agency, LTO Executive Director Greg Pua Jr. announced that a show-cause order has been issued to the motorcycle's registered owner. The vehicle has also been placed on alarm to prevent any transactions with the LTO involving it. The motorcycle's license plate was reportedly altered to evade traffic enforcement systems like the No Contact Apprehension Policy (NCAP).

Pua stated that such actions are a violation of the law and emphasized that drivers attempting to conceal their identities on the road will not be tolerated. He cited Section 18, Paragraph 2 of the Land Transportation and Traffic Code, which addresses the use of number plates.

As part of the ongoing investigation, both the registered owner and the designated driver at the time of the incident have been instructed to appear before the Intelligence and Investigation Division of the LTO Central Office. They are also required to submit a written explanation as to why they should not face administrative penalties.

Pending the case's resolution, the LTO has imposed a 90-day preventive suspension of the driver's license of the designated driver. Non-compliance with the order to appear and explain will be considered a waiver of the right to be heard, and the case will be decided based on the evidence available.

Pua warned that stricter penalties could be enforced if a satisfactory explanation is not provided. He also urged the public to continue reporting similar incidents and to provide evidence, such as photos or videos, to aid the LTO's efforts against unregistered vehicles and rogue motorists.
