Marikina city: The Land Transportation Office (LTO) on Tuesday summoned a motorcycle rider who was caught on video assaulting another motorist in a road rage incident in Marikina City that went viral on social media.

According to Philippines News Agency, LTO Chief Assistant Secretary Markus Lacanilao ordered the issuance of a show-cause order (SCO) against the rider after the video reached the agency and was verified by its Intelligence and Investigation Division (IID). Lacanilao emphasized that a driver's license is not merely a permit to use the road, but proof that a motorist is capable of proper conduct and self-restraint in any situation.

Based on a police report, the incident occurred at about 10 p.m. on July 18, when the suspect rider allegedly blocked the victim's motorcycle and shouted at the victim, forcing the latter to stop in the middle of the road. The confrontation escalated into a heated argument, during which the suspect allegedly uttered offensive remarks before physically assaulting the victim, causing injuries.

The rider has been ordered to appear before the IID at a scheduled hearing and submit a sworn explanation on why he should not be held liable for being an improper person to operate a motor vehicle, which may result in the suspension or revocation of his driver's license. Pending the hearing, the rider's license has been placed under a 90-day preventive suspension, and he has been ordered to surrender it to the IID. His motorcycle has likewise been placed under alarm status until the case is resolved.

The LTO also invited the victim to attend a clarificatory hearing and present original documents and other relevant evidence that may help in the resolution of the case. Lacanilao reiterated that when discipline is lost, those who violate the law must be held accountable.
