Manila: President Ferdinand R. Marcos Jr. has enacted legislation to modernize the Philippine Institute of Volcanology and Seismology (Phivolcs), aiming to enhance its technological capabilities and fortify its mission.
According to Philippines News Agency, Republic Act (RA) 12180 ensures Phivolcs is equipped with cutting-edge technology, highly trained personnel, and additional seismic stations. This initiative is designed to bolster the agency's ability to detect and locate seismic activities, including earthquakes, volcanic eruptions, and tsunamis, particularly in vulnerable communities.
RA 12180 mandates the executive director of Phivolcs to develop and implement the Phivolcs Modernization Program based on established policy objectives. The program will span five years, supported by the newly established Phivolcs Modernization Fund. This fund allocates PHP1.25 billion annually for the first four years and PHP2 billion in the fifth year to finance the modernization efforts.
The legislation aims to upgrade Phivolcs' physical resources and operational standards through advanced instruments, equipment, and systems, enhancing its ability to provide critical and reliable seismological data and warnings. Additionally, the agency will adopt a systematic approach to advance its research and development capabilities.
Phivolcs' monitoring stations will be expanded strategically across the country, enhancing service delivery in rural areas. A centralized, state-of-the-art data center will be strengthened to provide volcanic, seismic, and tsunami information to the public and stakeholders involved in disaster risk management, adhering to international standards.
The new law also promotes national cooperation among various geological and seismological service providers and users. It ensures more competitive base pay and benefits for Phivolcs personnel to foster professionalism and dedication.
Phivolcs is also encouraged to engage with private sectors, civil society, academia, and other stakeholders to explore collaborative opportunities. RA 12180 was released on Friday and will take effect 15 days after its publication in the Official Gazette or a newspaper of general circulation.
