Marcos Jr. on Monday described the Association of Southeast Asian Nations (ASEAN) as the Philippines' 'safe harbor' amid growing geopolitical tensions and global uncertainty, highlighting the bloc's role in strengthening regional security as well as food and energy resilience.

According to Philippines News Agency, in his fifth State of the Nation Address (SONA), Marcos emphasized ASEAN's significance as the Philippines' most reliable regional ally while addressing increasingly complex security and economic challenges. He stated that ASEAN is a dependable partner, offering both geographical proximity and shared affinities.

During his address, President Marcos highlighted the achievements of the Philippines' 2026 ASEAN chairmanship, noting the country's efforts in fostering solidarity among member states to tackle pressing regional and global issues. He emphasized the collective efforts of ASEAN in mitigating the impact of the ongoing Middle East conflict and enhancing the region's ability to withstand external shocks.

Marcos detailed several concrete outcomes from the Philippine chairmanship, including the operationalization of the ASEAN Plus Three Emergency Rice Reserve, ensuring emergency rice supplies during domestic shortages. He also mentioned the ASEAN Digital Economy Framework, aimed at harmonizing digital regulations across Southeast Asia, facilitating cross-border transactions, and boosting financial inclusion, particularly for small businesses.

Additionally, the President pointed to the ratification of the Framework Agreement on Petroleum Security, which provides for joint stockpiling of petroleum reserves among ASEAN member-states to enhance regional energy security. He also highlighted the Philippines' readiness to contribute to the ASEAN Power Grid, with the country's major island grids now fully interconnected.

Marcos called for stronger regional cooperation, likening ASEAN solidarity to the Filipino spirit of "bayanihan," or communal community.
