Manila: President Ferdinand R. Marcos Jr. will convene the first Legislative-Executive Development Advisory Council (LEDAC) meeting of the 20th Congress on Thursday to align the administration's legislative agenda and push the passage of over 20 priority measures. Despite inclement weather, Palace Press Officer Claire Castro said the President remains focused on advancing reforms that seek to spur economic growth, improve governance, strengthen social protection, and enhance public services.
According to Philippines News Agency, among the priority measures are the Anti-Political Dynasty Act, Party-list System Reform Act, People's Freedom of Information or Right to Information Act, and the Bank Deposits Secrecy Law amendments or the BRIGHT Act. The administration will also seek the immediate passage of the Philippine Budgeting Code; Promoting Growth, Revenue, and Equity Towards Socio-Economic Sustainability (ProGRESS) Bill; and the General Tax Amnesty, including Estate Tax Amnesty.
Also included are the Travel Tax Abolition bill, amendments to the Coconut Farmers and Industry Trust Fund Act, and the Fisheries Code. Consistent with Marcos' State of the Nation Address, the LEDAC agenda also includes amendments to the Electric Power Industry Reform Act (EPIRA), particularly on system loss abolition, strengthening the Energy Regulatory Commission, and the Sariling Kuryente Act, as well as the Waste Treatment Technology Act.
Education and human capital development measures include the Expanded National Nutrition Program Act, Classroom-Building Acceleration Program Act, amendments to the Government Assistance to Students and Teachers in Private Education (GASTPE) Act, amendments to the Universal Access to Quality Tertiary Education Act, and the National Coordinating Council for Education Act.
The President also wants Congress to prioritize the Child Online Safety and Protection Act, National Center for Geriatric Health Act, Assistance to Individuals in Crisis Situations (AICS) Act, amendments to the Pantawid Pamilyang Pilipino Program (4Ps) Act, National Reintegration or Bagong Balikbayan Act, and amendments to the National Building Code. The LEDAC serves as the primary consultative and advisory body that harmonizes the legislative priorities of the Executive and Congress.
