Seoul: The provincial government of Misamis Occidental has reiterated its policy that it will not pay for "ghost deliveries" or supply transactions that lack proper verification.

According to Philippines News Agency, lawyer Lulu Enerio, the province's legal officer-in-charge, dismissed claims by Limars Ramil regarding non-payment for supply deliveries. Enerio stated that these claims were unfounded due to the absence of required proof of delivery. She emphasized that the transactions in question lacked essential documents such as the Acceptance Report, Inspection Report, and verified delivery records, which are mandatory under government auditing rules.

Enerio further explained that without these documents, payment cannot be processed, as all transactions require proper documentation in compliance with the rules of the Commission on Audit. Ramil, who was a former supplier to the provincial government under the previous administration, also ran for Mayor in the municipality of Tudela.

The provincial government noted that Ramil's online statements alleging non-payment appeared to have political overtones. However, the current administration stressed its commitment to strict standards of good governance. Enerio assured that all transactions, past and present, are reviewed and verified before any payments are made.

She also affirmed that the provincial government will not tolerate fabricated or unverified claims that undermine transparency, accountability, and the responsible use of public funds.
