Manila: Motorists in the National Capital Region (NCR) will now receive real-time text messages and email notifications for violations caught under the No Contact Apprehension Policy (NCAP).
According to Philippines News Agency, Metropolitan Manila Development Authority chairperson Romando Artes announced on Monday that this enhancement aligns with President Ferdinand R. Marcos Jr.'s directive to improve the NCAP implementation. Artes emphasized that a key feature of this initiative is the capability for vehicle owners to receive notifications via SMS even without an internet connection, enabling immediate action for their convenience.
The new notification feature is a result of collaboration between the MMDA, the Land Transportation Office (LTO), and a telecommunications company. The contact details for vehicle owners are drawn from the LTO's Land Transportation Management System (LTMS).
Artes highlighted that the SMS and email notifications are a cost-effective and expedited method for the MMDA to inform vehicle owners of traffic violations. The SMS messages from the MMDA's NCAP bear a caller ID of 'MMDA_NCAP' without a mobile number, whereas the email notifications originate from '[email protected].'
To deter scams, Artes clarified that the official MMDA notifications do not contain any payment links and are sent from no-reply senders. He urged the public to be vigilant regarding suspicious messages containing links and to verify sender information to avoid potential scams.
Vehicle owners were also advised to update their contact details in the LTO LTMS to ensure receipt of notifications and maintain up-to-date vehicle ownership records. Artes noted the importance of processing ownership transfers promptly, as a 'No Record Found' status on the mayhulika.mmda.gov.ph website does not necessarily mean the absence of traffic violations; it only displays violations under NCAP.
In June, the MMDA introduced the 'May Huli Ka 2.0' website, a platform that enables vehicle owners to check for traffic violations by entering their plate number or conduction sticker number along with their motor vehicle file numbers.
