Northern samar: Northern Samar 2nd District Representative Edwin Ongchuan has voiced his support for President Ferdinand R. Marcos Jr.'s initiative to amend the Electric Power Industry Reform Act (EPIRA), specifically to eliminate system loss charges for electricity consumers.
According to Philippines News Agency, Ongchuan, who serves as vice chairperson of the House Committee on Energy, emphasized the necessity to revisit Republic Act 9136, commonly known as the EPIRA law, to ensure it adequately addresses the current needs of Filipinos. Ongchuan stated his commitment to backing the proposed amendments as the representative of Northern Samar's 2nd District.
During his fifth State of the Nation Address, President Marcos urged Congress to promptly amend the EPIRA law to relieve consumers from bearing system loss charges in their electricity bills. He underscored the importance of legislative action to amend the EPIRA and eliminate system loss charges, including the associated value-added tax, from being passed on to consumers.
Ongchuan expressed that the President's proposal aligns with his advocacy for affordable and reliable electricity, especially in underserved regions. Prior to the President's call, Ongchuan had already initiated resolutions for government intervention to mitigate the impact of rising fuel prices in areas serviced by the Small Power Utilities Group and sought an inquiry into electricity line rental charges affecting high-power rates in Eastern Visayas.
In his legislative role, Ongchuan has contributed to several energy and economic measures, including the Suspension of Excise Taxes on Petroleum Products Act. Beyond legislation, he has actively promoted renewable energy investments in Northern Samar. During his governorship from 2019 to 2025, he established the Green Lane for Renewable Energy and Strategic Investments program, leading to significant wind energy projects in the province.
Notable projects include the 304-megawatt Gemini Wind Power Project, which expands the San Isidro Wind Project with additional wind turbines, and the 200 MW Allen Wind Energy Project by Vivant Energy. These initiatives are anticipated to create jobs, attract investments, bolster Northern Samar's energy contribution, and support regional economic development.
