Manila: The National Police Commission (Napolcom) has issued a memorandum circular to update regular and collateral allowances for uniformed members of the Philippine National Police (PNP). This measure aims to ensure police personnel are adequately supported in performing their duties.
According to Philippines News Agency, Napolcom Vice Chairperson and Executive Officer Commissioner Rafael Vicente Calinisan stated that this initiative reflects the Commission's commitment to enhancing the welfare of police officers. The updated allowances are designed to recognize the sacrifices of police personnel and boost their morale and commitment to service.
The Napolcom En Banc, on August 18, 2025, issued Memorandum Circular 2025-004. This provides a comprehensive structure of allowances covering subsistence, quarters, clothing, hazard pay, combat duty and incentive pay, sea and flying duty allowances, hardship allowances, and other operational benefits.
The policy rationalizes compensation by detailing regular allowances, such as quarters, subsistence, clothing, and hazard pay. It also includes collateral pay and special incentives for those in high-risk or specialized assignments. Personnel involved in actual police operations are granted a special combat duty pay of PHP3,000 per month, with an additional combat incentive pay of PHP300 per day for those involved in combat operations against insurgents, terrorists, and lawless elements.
Personnel assigned to high-risk tasks receive a hazardous duty pay equivalent to 50 percent of their base salary, and those exposed to radioactive elements are granted an additional 15 percent. For specialized operations, sea duty pay of 25 percent and flying pay of 50 percent of the base pay are provided to personnel engaged in maritime and air missions, respectively.
Hardship allowances, ranging from 10 to 25 percent of the base pay, are granted to personnel assigned to isolated and challenging areas. This ensures fair recognition of the challenges faced by officers in the field. The revised allowance structure will be implemented subject to the availability of funds, as certified by the Department of Budget and Management (DBM).
