Vienna: National Police Commission (Napolcom) Vice Chairperson and Executive Officer Rafael Vicente Calinisan highlighted President Ferdinand R. Marcos Jr.'s 2025 National Crime Prevention Program (NCPP) at the 34th Session of the United Nations Commission on Crime Prevention and Criminal Justice in Vienna, Austria.
According to Philippines News Agency, Calinisan shared during his speech on the opening day of the event that President Marcos Jr. has approved the 2025 NCPP, which is strategically aligned with the Philippine Development Plan and national security goals. He emphasized that the plan reflects the country's dedication to fostering a safer, rules-based society through a comprehensive governmental and societal approach.
Calinisan elaborated on the NCPP's foundation, which is built on five core strategies: empowering communities, modernizing tools and systems, professionalizing law enforcement, institutionalizing knowledge-based prevention, and enhancing justice coordination. He stressed that Napolcom's involvement in the event underscores the Philippines' commitment to international cooperation on justice and security, contributing to global safety.
The 2025 NCPP represents the Philippines' pledge to protect its citizens, restore trust, and uphold the rule of law. Calinisan also noted the government's efforts to address emerging crimes such as cyber-enabled offenses and the online sexual abuse and exploitation of children, with a focus on enhanced cross-border cooperation under the United Nations Convention against Transnational Organized Crime (UNTOC).
Further, the Philippines is working to strengthen anti-money laundering and counter-terrorist financing measures by adhering to international standards. Calinisan called for greater international cooperation to tackle the root causes of crimes and identify key areas of perpetration.
In the fight against corruption, the Philippines is advancing digitalization processes, reinforcing safeguards, and recovering assets in line with the United Nations Convention Against Corruption. The Philippine delegation at the event included representatives from the Department of Justice, the Department of Information and Communications Technology, the Department of Foreign Affairs, and the Philippine Embassy in Vienna.
