Manila: Ombudsman Jesus Crispin Remulla has announced a preliminary investigation into Sen. Loren Legarda and her son, Batangas 1st District Rep. Leandro Leviste, concerning uncompleted solar energy projects that have resulted in PHP10.44 billion in unpaid government obligations. The investigation aims to determine whether there is probable cause to file formal complaints against the two for potential violations of the plunder law, graft, and conflicts of interest.

According to Philippines News Agency, the Levistes were tasked with facilitating a solar energy project under the Philippine Energy Plan. However, the project was not implemented, and the expected work was either minimal or not undertaken at all. Remulla highlighted that the unfulfilled promises have negatively impacted the Philippines' energy sector, emphasizing the reliance on energy projections for the country's power needs.

In response to these allegations, Sen. Legarda refuted the claims, describing them as baseless and undeserved. She stated that she had not received any official communication from the Office of the Ombudsman regarding the preliminary investigation but insisted that no public funds were involved. Legarda emphasized her commitment to integrity throughout her public service career and expressed confidence that the truth would vindicate her and clear her name.

Additionally, the Department of Energy filed a complaint against Leviste and the Solar Para Sa Bayan Corporation for failing to install renewable energy microgrids as stipulated in their legislative franchise. This complaint was lodged with the Department of Justice on May 6.

In a related development, Remulla announced criminal charges against Construction Workers Solidarity Party-list Rep. Edwin Gardiola for multiple counts of malversation. Gardiola is accused of self-dealing within Congress and violating the Anti Graft and Corrupt Practices Act, with charges that are non-bailable.
