OP Approves 2024 Performance Bonus for Qualified Government Workers

Negros occidental: The Office of the President: has approved the grant of the 2024 Performance-Based Bonus (PBB) to qualified government employees, the Department of Budget and Management (DBM) announced Tuesday.

According to Philippines News Agency, the DBM shared a copy of Resolution No. 2026-1 in a Facebook post, issued on July 2, which formally announced the OP's approval of the 2024 PBB. The approval followed a review by the technical working group (TWG) created under Executive Order (EO) No. 61, issued in 2024. This order mandates the establishment of a streamlined and simplified government performance management and incentives system.

EO No. 61 aims to harmonize the Results-Based Performance Management System and the Performance-Based Incentive System with initiatives aimed at easing business operations. The resolution specifies that the grant of the fiscal year 2024 PBB will proceed in accordance with guidelines to be issued by the EO No. 61 TWG, with the Secretary of the Department of Budget and Management serving as the signatory on behalf of all EO No. 61 TWG members.

The DBM also issued a memorandum circular (MC) on July 3, containing the guidelines for the grant of the 2024 PBB. The circular encompasses all departments, bureaus, offices, and other agencies of the national government, including executive offices, state universities and colleges, government-owned or -controlled corporations, local water districts, and local government units. Also included are Congress, the judiciary, constitutional commissions, the Commission on Human Rights, and the Office of the Ombudsman.

The MC outlines that an agency's eligibility for the 2024 PBB will depend on its overall score in four accountability dimensions: performance results, process results, financial results, and citizen or client satisfaction results. To qualify, an agency must obtain an overall score of at least 70 points under the scoring system provided in the MC.

However, agencies receiving a rating lower than 4 in any of the eligibility criteria based on the assessment and scoring system will have units and individuals, including the head of the unit, held responsible for the deficiency and excluded from the grant of the FY 2024 PBB. The order stipulates that the maximum score an agency can achieve is 100 points, and eligibility for the FY 2024 PBB is contingent upon attaining a total score of at least 70 points.

Eligible delivery units, including their officials and employees, will receive the bonus at uniform rates across the agency, with the amount determined by the agency's total score. An additional stipulation is that if an eligible agency fails to submit all reportorial requirements for assessing agency performance under the eligibility criteria on time, its PBB rate will be reduced by five percent.
