Cagayan de oro: The Department of Social Welfare and Development (DSWD) 10 in Northern Mindanao is preparing for the graduation of over 11,000 beneficiaries from its Pantawid Pamilyang Pilipino Program (4Ps), coinciding with the launch of a new digital service program piloted in Bukidnon.
According to Philippines News Agency, DSWD-10 4Ps focal person Oliver Inodeo shared that in Bukidnon province alone, more than 100 beneficiaries have already "graduated" from the program after improving their living conditions. As of June 30, 2025, Northern Mindanao has recorded 184,021 active 4Ps household beneficiaries. The graduates have improved their well-being or exited through natural attrition.
In conjunction with this transition, Bukidnon's current beneficiaries are the first to receive mobile phones as part of the "e-Panalo" program. This initiative aims to enhance the financial literacy of participants by teaching them to navigate various digital platforms. The program offers practical alternatives to traditional banking methods, such as e-wallets, which are often more accessible to those in geographically isolated and disadvantaged areas.
During the program launch, DSWD Assistant Secretary Elaine Fallarcuna emphasized the initiative's goal to ensure no Filipino is left behind in the nation's digital transformation. "This aims to give everyone adequate knowledge and training on safe and effective use of digital financial platforms," Fallarcuna stated.
A significant partnership in the e-Panalo program is with Globe Fintech Innovations, Inc., through its mobile application G-Cash. Earlier this year, G-Cash signed a memorandum of agreement with the Bukidnon provincial government to collaborate with its social services programs.
