PAGCOR Champions ‘Responsible Gaming’ at SiGMA Asia 2026

Pasay city: The Philippine Amusement and Gaming Corporation (PAGCOR) underscored the importance of responsible gaming and player protection at the SiGMA Asia Summit 2026, a major gaming event held in Pasay City on Tuesday. Speaking before regulators, operators, investors, and technology providers from across the Asia-Pacific, PAGCOR Chairman and CEO Alejandro Tengco emphasized the necessity for the gaming industry to enhance safeguards to protect players and promote responsible gaming.

According to Philippines News Agency, Tengco stated that as regulators and industry leaders, there is an obligation to ensure that innovation is matched by accountability and that industry progress remains aligned with social responsibility and public welfare. He highlighted PAGCOR's latest responsible gaming initiative, the National Problem Gambling Helpline, which offers round-the-clock counseling, intervention, and support for those affected by gambling-related issues.

The initiative, launched in partnership with the Seagulls Flock Organization, a non-profit group focused on mental health, behavioral wellness, and addiction treatment, aims to provide immediate, confidential, and professional support to individuals and families impacted by problem gambling.

Tengco remarked on the industry's transformation, particularly with the rise of digital gaming platforms, and noted that the electronic gaming sector's strong performance contributed to the country's gross gaming revenues (GGR) reaching nearly PHP400 billion in 2025, marking a 6.39 percent increase from PHP372.33 billion in 2024. However, he acknowledged the industry's cyclical nature, highlighting the need for sustainable, well-regulated growth.

In the first quarter of 2026, total GGR declined by 15.87% year-on-year to PHP87.60 billion, with the electronic gaming segment experiencing a 22.43% contraction due to softer discretionary spending and broader economic pressures. Licensed casinos generated PHP44.52 billion, representing 50.83 percent of total industry revenues during the period.

Tengco pointed out the complementary roles of digital and land-based gaming, with electronic gaming often driving growth during expansionary periods and traditional casinos providing stability during market adjustments. Despite changing market conditions, he stressed that the industry's long-term success should be evaluated not only by revenue performance but also by its ability to maintain public trust and uphold the highest standards of responsibility.
