Pasay city: The Philippine Amusement and Gaming Corp. (PAGCOR) said it has intensified its responsible gaming measures as the country's digital gaming market continues to grow, Chairman and CEO Alejandro H. Tengco said Wednesday. Speaking at the G2E Asia @ the Philippines 2025 in Pasay City, Tengco detailed the new financial safeguards, including the delinking of e-wallets and certain payment channels to enhance integrity and player protection in the online sector.
According to Philippines News Agency, the transition to tighter payment controls has prompted operators and players to recalibrate, resulting in softer revenues in the latter part of the third quarter of this year. The measure aims to improve traceability, bolster anti-money laundering protections, and curb illicit financial activity. Tengco acknowledged the short-term impacts of these reforms but emphasized their necessity for building a modern digital gaming ecosystem that meets global integrity and compliance standards.
Tengco noted that the payment reforms are part of a broader responsible gaming framework that PAGCOR has been strengthening throughout the year. Licensed operators are now required to integrate responsible gaming tools, such as self-exclusion and betting limits, to help players manage their gambling habits more sustainably. Additionally, PAGCOR has prohibited the use of credit cards and cryptocurrencies for betting to mitigate risks associated with over-borrowing and impulsive behavior.
Support systems have been expanded through partnerships with organizations like the Seagulls Flock Organization, establishing a 24/7 helpline, training Responsible Gaming Ambassadors, and accrediting rehabilitation centers to provide immediate access to professional care for those in need. Advertising practices have also seen major reforms through PAGCOR's partnership with the Ad Standards Council, leading to the removal of gambling ads from public spaces and the establishment of stricter rules for marketing materials.
These efforts reflect PAGCOR's long-term goal of cultivating a secure, transparent, and internationally aligned gaming environment. Tengco highlighted the need for regulatory agility, industry cooperation, and a shared commitment to integrity, ensuring that player safety and well-being remain central to their policies.
