Manila: Fire Chief Supt. Wilberto Rico Neil Kwan Tiu has been appointed as the officer-in-charge (OIC) of the Bureau of Fire Protection (BFP), following administrative and criminal complaints against its chief, as confirmed by Malaca±ang on Tuesday. This appointment was outlined in a memorandum dated March 16 by Executive Secretary Ralph Recto, indicating that Kwan Tiu's role as OIC is effective immediately and will remain until a permanent replacement is designated.

According to Philippines News Agency, the Department of the Interior and Local Government (DILG) had earlier filed complaints with the Office of the Ombudsman against BFP chief Jesus Fernandez. Fernandez is allegedly involved in a PHP14.7-million bribery scheme, related to the procurement of ambulances slated for 2024. These allegations emerged from an investigation undertaken by the DILG.

Interior Secretary Jonvic Remulla expressed confidence in Kwan Tiu's ability to lead the BFP as OIC. "He's a capable OIC. We haven't made a final choice on who will replace Fernandez," Remulla communicated in a message to reporters. Remulla had previously recommended Fernandez's removal to President Ferdinand R. Marcos Jr., emphasizing the importance of integrity in public service.

Remulla reiterated the significance of public funds, stating, "Ambulances are meant to save lives. Public funds intended for emergency response will never be allowed to become vehicles for corruption. We will pursue the truth and ensure full accountability." The DILG has also requested the Office of the Ombudsman to place Fernandez under preventive suspension to safeguard the integrity of the ongoing proceedings.
