Manila: Retired Army General Jovito S. Palparan continues to be held at the New Bilibid Prison (NBP) in Muntinlupa City, as confirmed by Bureau of Corrections (BuCor) chief Director General Gregorio Pio Catapang Jr.
According to Philippines News Agency, Catapang addressed concerns raised by private complainants Erlinda Cadapan and Concepcion Empe±o in a complaint to the Supreme Court on June 9. The complainants expressed worries over rumors that Palparan might have been moved from the NBP. Catapang firmly denied these claims, asserting that Palparan remains incarcerated at the facility.
Catapang explained that any inmate transfer, particularly involving high-profile individuals like Palparan, adheres to strict protocols and requires proper documentation. No such procedures have been recorded for Palparan, he confirmed. Catapang ensured both the public and the concerned parties that the BuCor remains transparent and accountable in managing inmate custody.
He reiterated the agency's dedication to lawful procedures and promised that any future changes in Palparan's detention status would be communicated through official channels to maintain public trust and clarity. Palparan was convicted in 2018 by a Bulacan court for kidnapping and serious illegal detention related to the disappearance of University of the Philippines (UP) students Sherlyn Cadapan and Karen Empe±o.
