Pangasinan: The Pangasinan provincial government and the Philippine Statistics Authority (PSA) have signed a memorandum of agreement to establish the National Identification (ID) Integrated System. This initiative aims to develop a collaborative, efficient, and accessible registry and related services.

According to Philippines News Agency, the program includes several components such as the National ID Authentication Services, enrollment in the Philippine Identification System (PhilSys), the province's medical missions, and the Government Unified Incentives for Medical Consultations (Guiconsulta) Plus. Governor Ramon Guico III highlighted that the initiative would bring PhilSys registration to the barangays through the Guiconsulta Plus, which operates as a subscription contract. The National ID Authentication Services will utilize facial recognition, fingerprint scanning, and other unique credentials to ensure secure identity verification.

The PSA emphasizes that integrating data from various agencies, including the Philippine Health Insurance Corporation, will enhance the security and functionality of the National ID system. This integration allows for real-time verification, minimizing the risk of fraudulent activities and streamlining processes for frontliners. PSA Ilocos Region director Sheila De Guzman stated that this system improves the integrity of social protection programs by confirming the identities of those being served.

The program also includes setting up local government unit-operated civil registration services (CRS) and implementing the Community-Based Monitoring System (CBMS). Governor Guico announced plans to establish CRS offices in Lingayen, Binalonan, and Alaminos City, in addition to the existing offices in Calasiao and Rosales towns. These offices will process essential documents such as birth, death, and marriage certificates.

The CBMS will be implemented as Guiconsulta Plus reaches the villages, providing local governments with actionable data for poverty reduction and program planning. Governor Guico noted that through CBMS, data and profiling would be updated annually, ensuring that local governments have the most current information for decision-making.

In the Ilocos Region, Ilocos Norte is the first province to enter into this agreement, marking a significant step forward in creating an integrated and efficient system for government services.
