Pangasinan Schools Consider Class Suspensions Amid El Niño Heat

Accra:Pangasinan Schools in Pangasinan are considering class suspensions or adopting alternative learning modes in response to the intense heat caused by the El Niño phenomenon, as stated by provincial government officials. The Department of Education (DepEd) is allowing local schools to decide on class suspensions based on the rising heat index.

According to Philippines News Agency, Provincial Administrator Manuel Luis Jr. explained that the decision to suspend classes or shorten them depends on local conditions. He noted that some areas are cooler than others and that classroom facilities vary, with some being air-conditioned.

Rhodyn Luchinvar Oro, head of the Pangasinan Provincial Disaster Risk Reduction and Management Office, mentioned that DepEd is implementing measures such as water breaks, classroom condition monitoring, and heat safety protocols. These are part of the 4H framework outlined in DepEd Order No. 014, s. 2026, to ensure learning continuity during emergencies.

DepEd announced that Education Secretary Sonny Angara will issue an order addressing the impact of El Niño for the 2026-2027 school year. The guidelines will focus on protecting students from extreme heat and water shortages while maintaining educational services and school-based feeding programs.

The 4H framework includes varying responses based on heat conditions. "Hayo" allows for continued face-to-face classes with scheduled water breaks and flexible attire. "Hinay" permits modified class days with home-based learning. "Hinga" reduces academic demands in extreme heat, and "Hinto" involves academic suspension under hazardous conditions.

Secretary Angara emphasized the importance of early preparation and proactive measures to mitigate El Niño's effects on education. The upcoming memorandum will include risk assessments for water, ventilation, electricity, and fire prevention at the school level.
