Manila: The Philippine Commission on Women (PCW) on Friday reiterated zero tolerance for sexual harassment following reports that a member of the Manila City Council allegedly harassed a fellow councilor during a regular session of the Sangguniang Panlungsod.
According to Philippines News Agency, the PCW expressed deep concern over the incident and reminded all public officials that sexual harassment and other gender-based offenses have no place in government institutions. "Such acts become even more reprehensible when committed by public officials, as they violate not only the rights of women but also the ethical standards that all public servants are sworn to uphold," the PCW said.
Councilor Eunice Castro alleged that Councilor Ryan Ponce committed multiple acts of harassment, including lewd comments about her clothing and unsolicited text messages with sexual undertones. Ponce apologized and said that he did not intend to offend.
Manila Vice Mayor Chi Atienza stated that the issue has been referred to the City Council's Committee on Ethics for investigation and pledged support for Castro. The PCW mentioned that proven cases of sexual harassment involving public officials may be treated as grave administrative offenses, punishable by suspension, dismissal, or other sanctions, aside from criminal penalties under existing laws.
Under Republic Act (RA) 11313 or the Safe Spaces Act, all forms of gender-based sexual harassment in workplaces, educational settings, and government offices-including unwelcome remarks, gestures, or advances that demean, intimidate, or objectify women-are punishable. Such conducts also violate RA 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, which mandates officials to uphold professionalism, respect, and integrity.
The Civil Service Commission indicated that any form of harassment is a grave administrative offense, whether between colleagues or subordinates. The PCW urged the local government in Manila to ensure that the allegations are investigated promptly and fairly.
