PH Makes Significant Strides to Foster Innovation: DEPDev

Manila: The government initiated reforms to foster innovation across all sectors, a report released by the Department of Economy, Planning, and Development (DEPDev) showed. The 2024 Progress Report on the Implementation of the Philippine Innovation Act revealed reforms such as innovation grants, policy studies, capacity-building initiatives, and organizational expansion, alongside celebrating the 2024 National Innovation Day.

According to Philippines News Agency, the National Innovation Council (NIC) Secretariat received 376 proposals from various entities, requesting PHP3.52 billion in funds between October 1 and November 8, 2024. Of these, 261 proposals underwent technical evaluations, with 36 proposals meeting the 75 percent hurdle rate.

The report also highlighted the launch of the National Innovation Monitoring and Evaluation Matrix (NIMEX), a framework designed to track innovation performance and ensure measurable outcomes from government programs. NIMEX, along with the National Innovation Agenda and Strategy Document 2023-2032, provides strategic direction for scaling research and development, innovation financing, and talent development.

DEPDev noted the launch of the Filipinnovation Awards, established through Executive Order No. 99 by President Ferdinand R. Marcos Jr. on October 6, 2025. This initiative recognizes Filipino innovators and enterprises contributing to national progress and aims to inspire wider participation in the country's innovation ecosystem.

DEPDev Secretary and NIC Vice Chair Arsenio Balisacan stated, "The Progress Report shows how our reforms are translating into stronger innovation governance, more responsive programs, and a growing culture of creativity and collaboration." He emphasized building an environment where innovation drives productivity, competitiveness, and inclusive development.

Last year, the Philippines improved its position in the Global Innovation Index, ranking 53rd out of 133 economies, marking a three-spot climb. The country has also been recognized as an Innovation Overperformer from 2019 to 2024. Balisacan remarked on the progress, stating it is built on strong groundwork, enabling more Filipinos to contribute to and benefit from a competitive, knowledge-based economy.
