Manila: The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) will continue its operations, as it remains a crucial instrument in addressing insurgency issues and enhancing development in previously "geographically isolated and disadvantaged areas" (GIDAs), according to the country's top security adviser.
According to Philippines News Agency, National Security Adviser (NSA) Eduardo A±o emphasized the importance of the NTF-ELCAC in a statement released Monday night. "Let me also make it very clear: the NTF-ELCAC will not be abolished. The Task Force remains indispensable-not only as a counter-insurgency mechanism but also as a model of effective government convergence," A±o stated. He highlighted the task force's role in community empowerment, peacebuilding, and promoting good governance.
A±o, who also serves as a vice-chair of the NTF-ELCAC, affirmed that the agency would continue to uphold these principles as per President Ferdinand R. Marcos Jr.'s instructions. "Under the President's directive, the NTF-ELCAC will continue to exist, evolve, and strengthen-aligned with the vision of unity, peace, and sustainable development for our nation," he added.
The Joint Regional Task Forces (JRTFs) and National Clusters of the NTF-ELCAC recently showcased their achievements in the whole-of-nation approach against insurgents during the first quarter accomplishment report held on April 24, 25, 30, and May 2. With guidance from the National Action Plan for Unity, Peace, and Development (NAP-UPD), approved by the NTF-ELCAC chairman and Chief Executive, the JRTFs and National Clusters have shown improved responsiveness to the current security climate through various programs and initiatives aimed at addressing the root causes of insurgency.
Key efforts highlighted include the successful execution of the Barangay Development Program and the creation of Local Amnesty Boards nationwide to encourage insurgents to reintegrate into society. A±o commended these achievements, noting their contribution to the ongoing campaign against terrorism. He stressed the importance of sustaining these efforts to mitigate the threat posed by insurgents and prevent their resurgence.
"Recovery efforts by the CPP-NPA-NDF (Communist Party of the Philippines-New People's Army-National Democratic Front) are ongoing and one way of doing this is by exploiting political spaces and elections especially as the midterm polls (are) fast approaching. Let me emphasize: We cannot allow even the slightest room for resurgence," A±o remarked.
