Manila: Philippine National Police (PNP) Chief Gen. Nicolas Torre III announced on Wednesday that his primary policy focus is intensifying efforts to arrest criminals, aiming to eliminate threats within communities. This initiative aligns with President Ferdinand R. Marcos Jr.'s directive to enhance public safety beyond mere crime statistics.
According to Philippines News Agency, Torre clarified during a Palace press briefing that there is no quota for arrests. The main goal is the reduction and elimination of criminal threats, ensuring community safety by removing criminals from the streets. Torre assured the Commission on Human Rights (CHR) that the policy is strictly about arresting, not harming, suspects.
Torre also issued a stern warning to police officers against planting evidence on suspects to justify arrests, stating that such actions would lead to dismissal and incarceration for incriminatory machinations. He emphasized adherence to legal standards, as outlined in the Constitution, Revised Rules of Criminal Procedure, and PNP Operational Procedures.
At a separate press conference at Camp Crame, Torre highlighted the ongoing training for police personnel, focusing on professionalism, respect for human rights, and adherence to standard procedures, including non-lethal tactics and humane treatment of detainees. He noted positive reception from the PNP Command Group and other officials during his first command conference, emphasizing the importance of training, equipment, and system improvements.
Torre outlined his flagship program based on three key pillars: swift public service, unity and morale within the ranks, and modernization for accountability. He stressed the need for fast, efficient public service, strengthened internal cohesion, and modernization of tools, systems, and leadership.
Unity and high morale are vital for discipline and professionalism, Torre noted, urging commanders to implement directives at all levels. Government funds and equipment are available, he stated, and it's a matter of effective utilization and harmonization to ensure seamless operations.
