Qualified Government Employees to Receive 2024 Performance-Based Bonus Starting October – DBM

Manila: Qualified government employees may begin receiving their Performance-Based Bonus (PBB) for Fiscal Year 2024 starting in October, as announced by the Department of Budget and Management (DBM) on Wednesday.

According to Philippines News Agency, during the Bagong Pilipinas Ngayon program aired over state-run PTV-4, DBM Assistant Secretary Gerald Janda stated that government agencies are expected to submit their performance reports within the month. Janda mentioned that the validating agencies and the technical working group, established under Executive Order 61 issued in 2024, would have 60 days to review and assess the submitted documents. The final eligibility assessment will be issued following the validation process, guiding agencies in preparing the list of qualified employees entitled to receive the 2024 PBB.

Janda further explained that the assessment results are anticipated to be released in September or October, enabling agencies to commence granting the incentive from October through December. The release of the PBB is linked to the agencies' achievement of performance targets, process improvements, responsible fund utilization, and citizen satisfaction in service delivery.

He also noted that the PBB for national government agencies is funded under the 2026 General Appropriations Act (GAA). Funding for qualified employees of local government units and government-owned or -controlled corporations will be sourced from their approved local funds and corporate operating budgets.

Janda emphasized that the PBB release aims to acknowledge government employees and agencies that meet their targets and continue to deliver efficient public service. Furthermore, the government is reviewing its performance-based incentive system to streamline and enhance the process in future years.

To be eligible, a government agency must achieve an overall score of at least 70 points under the scoring system prescribed in the memorandum circular issued on July 3. Agencies receiving a rating below 4 in any eligibility criterion will face exclusions.
