Manila: The National Security Council (NSC) hailed the Japanese National Diet's ratification of the Reciprocal Access Agreement (RAA), calling it a defining moment in Philippine-Japan defense relations. The RAA, approved by Japan's Diet on Friday, allows joint military operations, training and humanitarian missions between the Philippine and Japanese forces.
According to Philippines News Agency, National Security Adviser Secretary Eduardo A±o expressed the significance of the ratification, stating it provides both nations with the tools to act jointly in a security environment that is increasingly volatile in the Indo-Pacific region. A±o emphasized that the agreement focuses on defending principles such as sovereignty, stability, and the rule of law, rather than expanding influence.
The agreement offers a framework for cooperation and highlights the Philippines and Japan's readiness to uphold international law and a rules-based regional order. Initially signed in Tokyo in 2023, the agreement was ratified by President Ferdinand R. Marcos Jr. on November 5, 2024, and subsequently by the Philippine Senate on December 16.
A±o noted that Japan's decision to pursue its first such agreement in Asia with the Philippines underscores the deep trust between the two nations and a mutual understanding of regional stakes.
