Manila: House of Representatives Deputy Speaker, Zambales Rep. Jay Khonghun, stated that the resignation of Philippine Contractors Accreditation Board (PCAB) Executive Director Herbert Matienzo will not halt the House from pursuing full accountability amid allegations of corruption in contractor registration.
According to Philippines News Agency, Khonghun, who called for a lifestyle check on Matienzo during a House Infrastructure Committee hearing, emphasized that resigning does not absolve him of potential misconduct. He remarked that Matienzo's resignation should not be perceived as an escape from accountability, asserting that if there is a mistake, there is a liability. The House of Representatives will continue to investigate allegations of 'registration for sale' at PCAB.
During a recent hearing, Khonghun highlighted reports suggesting that PCAB registrations were allegedly sold under Matienzo's supervision. He advocated for a lifestyle check, pointing to information that the official resided in an upscale village and possessed multiple vehicles. He stressed the importance of safeguarding integrity in government, underscoring that PCAB must accredit only genuine contractors. He warned that any loophole jeopardizes billions in public funds and critical projects.
Matienzo, during the hearing, denied the allegations, clarifying that he does not live in Alabang but in Cupang, Muntinlupa. Khonghun expressed Congress's determination to push for substantial reforms in the accreditation process to eradicate the culture of corruption in infrastructure contracting. He noted that Matienzo's resignation marks only the beginning, as there is a duty to the public to clean up the system to ensure public funds are protected and projects are executed honestly and efficiently.
Trade Secretary Cristina Roque confirmed that Matienzo resigned effective September 3, citing 'personal reasons.'
