Manila: The Senate's issuance of Special Order No. 2025-015 affirms Congress' commitment to upholding accountability at the "highest levels of government," House Good Government and Public Accountability Committee chairperson Rep. Joel Chua said Thursday.

According to Philippines News Agency, Special Order No. 2025-015 mandates the creation of an administrative support group to assist the Senate as it prepares to convene as an impeachment court for the trial of Vice President Sara Duterte. Chua, a member of the House prosecution team, stated that the order establishes a clear framework for ensuring a fair and transparent impeachment trial, preventing any arbitrary dismissal of the case and addressing any attempts to delay proceedings within legal bounds.

"The Senate must now proceed in accordance with its impeachment rules. This means the Vice President will have the opportunity to present her defense, and we in the prosecution panel will present our case backed by evidence and witnesses," Chua said in a statement. The Manila lawmaker also noted that the special order sets the stage for trial proceedings, including the issuance of summons to all parties involved, as well as an obligation to conduct hearings, receive evidence, and hear witnesses.

Chua emphasized that the impeachment process is not only about an individual but also about protecting the integrity of democratic institutions. "Our people deserve leaders who uphold public trust, and this trial is a test of our nation's commitment to justice and accountability," he added. With the Senate's organization, Chua expressed confidence that the impeachment trial will proceed with the seriousness and integrity it demands.

In a news release Thursday, Senate President Francis Escudero remarked that the special order "is vital to ensure that the Senate, in its role as an Impeachment Court, operates smoothly and efficiently." He affirmed, "We are committed to upholding the highest standards of justice and due process throughout the proceedings."
