Senator Advocates for Work From Home Law Amid EDSA Rehabilitation

Manila: Senator Joel Villanueva emphasized the necessity of implementing the Work From Home (WFH) law to mitigate the effects of the EDSA rehabilitation on commuters.

According to Philippines News Agency, Villanueva, the principal author of Republic Act No. 11165 or the WFH law, highlighted the importance of fully enforcing the law to shield employees from the anticipated severe traffic congestion once the rehabilitation project starts on July 13 and is projected to conclude by 2027.

The senator, also the chair of the Senate Committee on Labor, Employment and Human Resource Development, stated that efforts have been made since January to promote alternative work setups. This initiative aims to assist the labor force in preparing for the extensive rehabilitation project.

Villanueva pointed out that numerous employees spend considerable time in traffic to reach their offices, performing tasks that could be completed from home if equipped with appropriate tools and technology. He expressed concern for employees who lose significant time daily due to traffic, despite having the capability to work from home using the right technology.

The senator called for a more compassionate and innovative approach to work arrangements. Under RA 11165, private employers can voluntarily implement telecommuting arrangements, ensuring compliance with minimum labor standards, including compensation, work hours, and leave benefits. These arrangements must be formalized through written agreements detailing the terms.

For government offices, the Civil Service Commission has issued Memorandum Circular No. 6, s. 2022, allowing agencies to adopt flexible work setups where applicable.
