Manila: Senators on Tuesday pushed for long-delayed upgrades and institutional reforms across the government's communications agencies as they deliberated on the proposed PHP2.714-billion budget of the Presidential Communications Office (PCO) for 2026. Budget sponsor Sen. Loren Legarda highlighted the Senate's aim to enhance the capability of PCO and its attached agencies through facility rehabilitation, digital modernization, and resolving long-standing employment issues within state media.

According to Philippines News Agency, Legarda emphasized the need for funding for retirement, building rehabilitation, and digital upgrading. She pointed out that PTV-4 and IBC-13 heavily rely on government subsidies due to limited income. Sen. Raffy Tulfo expressed his full support for PTV-4's budget, recalling the network's significant contribution to his broadcasting career. He vowed to use his personal funds to support improvements for PTV-4.

Sen. Erwin Tulfo also backed the 2026 PCO budget under Acting Secretary Dave Gomez, stressing the agency's critical role in public communication. He noted the importance of clear and consistent communication of the administration's policies, especially in an era of rapid misinformation spread. Legarda added that senators might propose additional capital outlay, with some members willing to provide voluntary support for PCO facilities' rehabilitation.

The PCO oversees the national government's communications ecosystem, including news and information bureaus, printing operations, broadcast services, and public information arms. During the deliberations, senators reviewed the proposed PHP2.714-billion allocation for 2026, detailing specific budget distributions for various PCO bodies, with PHP953.9 million for PCO Proper and varying amounts for other associated bureaus and services.
