Manila: Deputy Speaker Paolo Ortega V of La Union has called for a thorough examination of 'serious and disturbing' allegations regarding Vice President Sara Duterte's unexplained wealth and omissions in her Statements of Assets, Liabilities and Net Worth (SALNs). These concerns prompted Ortega to endorse the fourth impeachment complaint against Duterte.
According to Philippines News Agency, the impeachment complaint, filed by lawyer Nathaniel Cabrera, centers on allegations of undisclosed assets and wealth disproportionate to Duterte's lawful income. The complaint demands a forensic review of bank records and property transactions to investigate these allegations further. Ortega emphasized that the SALN is a constitutional requirement, and any undeclared asset or unexplained wealth constitutes a grave issue.
Ortega, alongside House Committee on Human Rights chairman Bienvenido 'Benny' Abante Jr. of Manila, endorsed the complaint. It claims that certain bank accounts, properties, and significant cash movements were not fully disclosed in Duterte's SALNs, raising doubts about the accuracy of her declared net worth.
Ortega highlighted the significance of sworn affidavits, such as that of alleged Duterte bagman Ramil Madriaga, who recounted the transport and delivery of millions of pesos in cash following the encashment of confidential and intelligence funds assigned to the Office of the Vice President and previously to the Department of Education. He noted that these funds are subject to strict audit rules, and any large cash transfers must align with SALN disclosures.
Despite endorsing the complaint, Ortega clarified that this action does not prejudge Vice President Duterte. He reiterated that the process is not a conviction but a necessary step when there are significant red flags in asset declarations. Ortega stressed the importance of constitutional accountability, asserting that material omissions or unexplained assets require thorough examination.
In response to concerns about political harassment, Ortega stated that Duterte's early announcement of her 2028 presidential bid should not impede constitutional accountability. He emphasized that unresolved issues surrounding confidential funds and incomplete SALN disclosures are governance concerns rather than campaign issues.
Ortega rejected the notion of converting accountability proceedings into political harassment due to a presidential run. He argued that the impeachment process is essential to address these questions, and transparency should not be feared if there is nothing to hide.
