Manila: Akbayan Party-list Representative Chel Diokno on Tuesday urged President Ferdinand R. Marcos Jr. to expedite the approval of House Bill No. 8495, which seeks a PHP52.8-billion supplemental budget. This budget aims to support the repatriation of overseas Filipino workers (OFWs) and provide financial aid to workers in the transport sector, as well as to farmers and fisherfolk, amidst the escalating crisis in the Middle East.

According to Philippines News Agency, the ongoing conflict in the Middle East is significantly affecting the cost of goods, prompting Diokno to call on Malaca±ang to prioritize this bill. "Nananawagan tayo sa Malaca±ang na i-certify bilang urgent ang panukalang ito," Diokno stated, emphasizing the urgency of the situation.

Despite Congress being on break, Diokno is urging his colleagues to hold committee deliberations and, if necessary, conduct a special session to approve the bill. He stressed that the crisis is worsening, not abating.

Energy Secretary Sharon Garin has also warned of potential national fuel supply issues if Middle East tensions continue, suggesting that Filipinos may need to adjust their lifestyles should global oil prices rise to USD200 per barrel.

Diokno highlighted that the supplemental budget is essential for providing immediate assistance to affected sectors. The proposed budget ensures sufficient funds for aid and subsidies, recognizing the anticipated further increases in petroleum product prices.

If approved, the supplemental budget will prioritize transport workers, farmers, and fisherfolk, given their crucial role in the nation's economy. "Malaking bagay ang supplemental budget para masigurong walang sektor ang mapag-iiwanan sa gitna ng krisis," Diokno remarked.

The proposed budget allocates PHP12 billion for fuel subsidies for public utility vehicle drivers and transport workers, and PHP2.8 billion for agricultural subsidies to assist fisherfolk and farmers with rising fertilizer and production costs.

Additionally, PHP38 billion will be designated for overseas Filipino workers (OFWs) potentially displaced by the conflict. This includes PHP18 billion for their repatriation as an emergency fund and PHP20 billion for assistance and reintegration efforts.

Senator Risa Hontiveros has filed a counterpart bill, Senate Bill No. 1986, in support of this initiative.
